NEW DELHI: The Centre has asked the States to put a cap on the number of Below Poverty Line (BPL) beneficiaries under the Targeted Public Distribution System (TPDS) for purposes of theproposed National Food Security Bill. It also wants the BPL population identified afresh now, and every five years thereafter, as part of the TPDS reform.

The issue is likely to be one of the key issues for the Empowered Group of Ministers (EGoM), which is seeking to fix the responsibility of the official machinery implementing the Act.

The issue is being considered by the Empowered Group of Ministers (EGoM) seeking to fix responsibility on the official machinery implementing the said act.

The proposed legislation on food security has the potential to serve as a catalyst for action and it is an opportunity for the State to define the scope of the right to food and mandate robust protection for this right. It can cement the gains made by litigation, but it should not be restricted to that.
