The present publication is biennial and attempts to cover a wide range of data on water and related resources in the country. It comprises three chapters along with related appendix tables. Environmental Accounting for a mega-diverse country like India is packed with challenges – from requirements of huge datasets and several microscopic studies to synchronising all of these so that they speak to each other and can yield consistent estimates. An implementation plan for environment accounting was drawn by the Expert Group on “Green National Accounts in India”, constituted under the Chairmanship of Prof. Sir Partha Dasgupta.

This issue of National Accounts Statistics (NAS), presents the estimates of macro-economic aggregates along with detailed disaggregated statements and institutional sector accounts for the years from 2011-12 to 2017-18 with 2011-12 as base year. Besides these estimates, this publication also includes provisional estimates of National Income for the year 2018-19 and quarterly estimates of Gross Domestic Product (GDP) for the years from 2011-12 to 2018-19.

Central Ground Water Board (CGWB) carries out ground water monitoring, four times a year, on regional scale through a network of observation wells in the Country. As per the pre-monsoon water level data (2018), the deeper ground water level (more than 40 meters below ground level) has been observed in the isolated pockets in some of the States/UTs. State-wise depth to water level and distribution of percentage of wells for the Period of Pre-monsoon, 2018 is given at Annexure I.

The Central Pollution Control Board (CPCB) in association with State Pollution Control Boards (SPCBs)/ Pollution Control Committees (PCCs) monitors the water quality of rivers across the country through a network of monitoring stations under the National Water Quality Monitoring Programme. The criteria/norms of standard level water pollution for major rivers are generally based on Biochemical Oxygen Demand (BOD)levels, a key indicator of organic pollution.
