Demands made by the All India Conference of Heads of Panchayats for the state and Union governments to implement within December 31, 2002.
• Hold elections to Panchayats;

• State governments must devolve funds, functions and functionaries to the pris;

• All parallel bodies like users groups should be put under the pris;

• State governments must give adequate control over land, water, minor forest produce and minerals to pris by making all legal provisions including amendments to existing legislations;

• All District Planning Committees, the district-level body that coordinates planning, must be made functional.
