When presenting its thematic strategy on air pollution three years ago, the European Commission failed to come up with proposals for specific action to reduce air pollutant emissions. It did however announce its intention to revise the national emission ceilings (NEC) directive, and propose in 2006 new emission ceilings for 2020 that would be based on the level of ambition set out in the strategy.
