TIBETAN emigres accuse China of seeking to build a nuclear reactor near Lhasa, the Tibetan capital; of dumping nuclear waste on the Tibetan plateau, and of setting up sites there for missiles aimed at India. Officials in Beijing have refuted the charge of building a nuclear reactor near Lhasa, but were noncommittal on the other allegations. But the Tibetan group insists people living near a top-secret nuclear facility known as the Ninth Academy have developed cancer. Russian
China and Taiwan, meanwhile, have made progress on talks to develop jointly a site on the mainland for storing Taiwan's stockpile of radioactive waste. In return, China is to receive assistance in nuclear technology.
