The Himachal government on Sunday announced to enact a law to punish those who leave their animals on the road. Chief Minister Prem Kumar Dhumal said the crime would be defined as a cognizable offence as per the new law that is under active consideration. He said the law would also have provisions of fine and other punitive punishment.
