Ranchi, Dec. 27: Talk about rule makers being rule breakers. Ranchi Municipal Corporation (RMC), which has been crying itself hoarse blaming the public for misuse of water, has no harvesting facility in place on its own premises.
The picture is the same at the groundwater directorate building, the district administration building and other government offices.
