The Sendai High Court in Japan dismissed an appeal filed by residents Onagawa Miyagi Province which demand a halt to the construction of a nuclear reactor and operations of an existing one by Tohoku Electric Power Company. Judge Toshimi Muto upheld a 1994 district court ruling that acknowledged the nuclear power plant posed a potential threat to residents and the environment, but denied any present danger. The operating reactor at Onagawa faced a series of emergency stoppages after the 1994 lower court ruling. Muto criticised the company by saying "appropriate measures were not made by company officials'.
