The matter has been related to construction of illegal structures on a wetland known as Bijli Bandh which is the largest waterbody in the district Sundargarh, Odisha. The NGT directed notice to be issued to the Ministry of Jal Shakti, Government of Odisha, Odisha State Pollution Control Board, Odisha Wetland Authority and State Environment Impact Assessment Authority (SEIAA), Bhubaneswar, Odisha returnable within four weeks.
