WHAT TO DO
l Set up a multi stakeholder's panel to chart out a course for eis implementation, with a more decentralised approach
l Introduce EIs in sectors where a credible database is available and scientific validity has been proved
l Promote public disclosure schemes and encourage voluntary compliance. Simultaneously reform the pollution control boards.
l Use revenue generated for environmental research, public environment programmes and overhauling existing institutions.
WHAT NOT TO DO
l Leave decisions relating to the introduction of eis in the hands of the bureaucracy alone.
l Leave the implementation of EIs in the hands of PCBs
l Let the revenue generated from pollution taxes to be used for bureaucracy and government expenses.
l Allow EIs to end up as parallel institutions to PCBs.
