THIRUVANANTHAPURAM: While mangroves come under moist tropical forest as per many classifications, the Forest Department has failed to bring the mangroves in the state under its fold. To make matters worse, the incentivebased scheme for mangrove conservation, as announced by Finance Minister Thomas Isaac in his budget speech, is still having teething problems.
