The Panchayats (Extension to Schedule Areas) Act, 1996, or PESA has been hyped as a weapon to empower the tribals in Maoist hotbeds, but the ground reality is something else. When Parliament passed PESA, the goal was to protect the resources of communities in Schedule V areas by upholding their rights to self-governance.
