On November 1, Assam Government spokesman and Health Minister Himanta Biswa Sarma sprang a surprise when he said that the State Government wanted a detailed discussion on the mega dams issue on the floor of the State Assembly in the Winter Session slated from November 8 so that the House could take a decision on the crucial issue.
