Just three years after shelving its multi-billion dollar investment plans at Nandigram in West Bengal, one of the promoter groups, Singapore-based Universal Success Enterprises (USEL) has returned with plans to set up a power project in Nayachar, the sparsely inhabited delta near the original flashpoint.
