With the state governments of Delhi and Haryana passing the buck about high pollution levels of Yamuna, a team of activists associated with the Yamuna Jiye Abhiyaan (YJA), a civil society group fighting to conserve the Yamuna river system found that most of Haryana's sewage treatment plants (STP) are not functional or functioning below capacity.
