New Delhi: Just before the Commonwealth Games the government had decided that the city needed new, modern steel bus queue shelters (BQS). In this too, the Shunglu committee has unearthed a rigged bidding process, irregular payments to contractors running into lakhs and a huge loss to the exchequer.
