The Rajasthan State Pollution Control Board, in its report to the NGT recommended that the Municipal Council, Hanumangarh should establish and operate a carcass processing and utilization plant according to guidelines laid by the Central Pollution Control Board (CPCB) for carcasses disposal.

Deep burial methods for disposal of dead animals to avoid spread of foul odour need to be used till commissioning of carcass processing and utilization plant. Commissioner, Municipal Council, Hanumangarh has also submitted an affidavit for better management of disposal of dead animals, the court was informed.
