Reply on behalf of Haryana State Pollution Control Board in the matter of Charan Singh Vs State of Haryana dated 15/04/2025.

The matter related to encroachment of a pond (johad) at village Brass, tehsil Nissing, Karnal district. It was stated in the letter petition that a substantial area of the pond has been encroached upon illegally by certain people and they have raised their residential constructions. As a result, the total pond area of about 4-5 acres has been reduced to 3 acre but no action has been taken by the concerned authorities. Further, untreated sewage is being directly discharged into the pond and even waste is being dumped, causing damage to the environment and creating health hazards to the local people.

The Haryana State Pollution Control Board (HSPCB) in its report said that demarcation of the waterbody was conducted on March 28, 2025. There are 37 encroachments on the pond. Further action is to be taken by the DDPO, Karnal and BDPO, Nissing for removal of encroachment so that restoration of the pond can be initiated and completed by Haryana Pond and Waste Water Management Authority.
