Dharamsala: Next time if you are on trip to any Himachal hill station and found spreading plastic packing in unspecified areas, you could be challaned. To enforce ban on plastics strictly, the state government has decided to delegate powers for imposing fine for spreading plastic litter up to the level of head constables.
