Order of the National Green Tribunal (Eastern Zone Bench, Kolkata) in the matter of Umesh Prasad Singh Vs Union of India & Others dated 11/09/2017 regarding constitution of SEIAA, Bihar. NGT notes that the term of the SEIAA (State Level Environment IMPACT Assessment Authority) had expired on 2.7.2017. NGT questions why the Central Government has not yet constituted SEIAA and the SEAC (State Expert Appraisal Committee) considering the crucial role which these bodies play.

Tribunal directs the Central Government and the State Government of Bihar to file affidavits on whether the State Government has forwarded the names of the members and Chairman of SEIAA to the Central Government as required the EIA Notification 2006 and also whether the MOEF has issued any notification constituting the SEAC as per the said Notification.
