Order of the National Green Tribunal in the matter of Man Mohan Lal, Editor Aman Ishara Vs Govt. of NCT of Delhi dated 25/04/2019 regarding violation of environmental norms at main road Koyala tall, opposite transport authority village Gokalpuri, Delhi. The action taken report submitted by the Delhi Pollution Control Committee (DPCC) reveals that the unit has not applied for Consent to Establish and Consent to Operate. The DPCC through East Delhi Municipal Corporation got the unit sealed and required compensation of Rs. 50,000/- to be paid by the violator of law as well as by the East Delhi Municipal Corporation.

NGT while expressing its displeasure at the attitude of DPCC said "instead of performing its statutory duties under the environmental laws, the DPCC is trying to shift its responsibility to a local authority also exceeding its jurisdiction in requiring the local authority to pay compensation instead of requiring the law violators to do so." The Tribunal directed the Chief Secretary, Delhi to ensure that the DPCC does not exceed its jurisdiction and perform its duties, as already directed in several matters.
