Smoking ban works, but partly [1]

MUMBAI: Last October, Abhay Hari (name changed), a media professional, was fined for smoking at a footpath. Abhay knew that the ban on smoking in public places had just been introduced, but wasn't aware that footpaths were out of bounds as well. "I was shocked when I was fined for smoking with two other friends on a footpath. But as days passed, I could see people smoking in public again.
