Former Chief Minister and Leader of the Opposition in the Assam Assembly PK Mahanta has pointed an accusing finger at the National Hydro-electric Power Corporation (NHPC) alleging that it managed Environment No Objection Certificate (NOC) to the Lower Subansiri Hydro-electric project through manipulation.
