The Applicant (Tularam Gogoi) has questioned the Subansiri Lower Hydro-Electric Project in Assam on the ground that after the grant of Environmental clearance, changes have been made to the scope of the work of the project for which, as per the applicant, fresh appraisal is required which in the present case, it has not been done.
