AAP's odd/even formula: Hasty decision to compensate lack of concrete action? [1]

On Muqabla, a debate on whether the AAP government's plan to restrict the use of private cars to four days a week will help cut down air pollution or simply add to woes of Delhi residents. V.K. Mittal, a former senior scientist with NTRO alleges that the government has taken no action on the polluting vehicles that enter the city in thousands everyday but has hastily taken a decision after observation by the Delhi High Court over the government's inaction over pollution.
