The main objective of the present study is to analyse the implications of shifting from free allocation to auctioning of EU ETS allowances (EUAs) for the power sector in the Netherlands. In
order to achieve this objective, this study has used three methodological approaches, including theoretical, empirical and model analyses of the impact of free allocations versus auctioning of EUAs on the power sector, notably in the Netherlands. In addition, as Combined Heat and Power (CHP) plays a major role in the electricity sector of the Netherlands, the present study also pays some particular attention to the implications of shifting from free allocation to EUA auctioning for the CHP sector in the Netherlands.
