KOCHI: Expressing concern over Kerala not taking the initiative to grab projects sponsored by the CSIR, National Institute of Science Communication and Information Resources chief Gangan Pratap said that the state stood at third last spot in the list of applicants just ahead of Jammu and Kashmir and Jharkhand recently.
