In order to facilitate and promote increasing role of Public Private Partnership in creation of new infrastructure assets as well as for the management of existing ones, the Government of Kerala proposes to lay down an explicit and comprehensive policy. The Policy being detailed herein will put in position a broad framework for implementation of PPP in the State in physical and social infrastructure, while being sensitive to public needs and environmental concerns. The main objective of this policy is to create an enabling environmentand to facilitate private sector participation in upgrading, developing and expanding the physical and social infrastructure in the State of Kerala.
