This paper provides an overview of development finance for water resources in the Middle East and North Africa (MENA). Based on analysis of reported data and interviews with donor institutions, it explores: how finance for water resources in MENA compares to that in other regions of Africa and Asia; how countries within MENA compare in their access to finance; and how donors from the region and beyond make allocation choices.
