The objective of this report, supported by the International Fund for Agricultural Development (IFAD), is twofold. First, propose a theoretical framework and methodology that can be used to measure and categorize climate finance flows to small-scale agriculture in developing countries. Second, provide a snapshot of the current state of climate finance to small-scale agriculture based on the latest data available representing international financial commitments in 2017 and 2018. [2]
