Approaching equity: Civil society inputs for the approach paper 12th Five Year Plan [1]

Non-governmental organizations and civil society organizations from across the country, representing various constituencies and theoretical approaches, collectively welcome the effort of the Planning Commission of India to make the planning process more responsive to citizens’ concerns for the 12th Five Year Plan Approach Paper. We have seized this opportunity to make this 12th Five Year Plan process further participatory, and somewhat representative of public opinion. Government planning is one of the few sites that lend itself to participation by civil society and non-government experts. In addressing the emerging Plan Approach, we have undertaken wide ranging consultations to identify and reflect the insights and aspirations of the public in whose best interests the State should seek to govern.
