This document discusses the need for financing to support both climate change mitigation and adaptation to extreme weather events in Kupang, Indonesia. The report finds that four aspects define Indonesia’s readiness for effective climate finance: planning capacity, accessing finance, good financial governance, and private sector engagement. The report argues that although Indonesia is quite advanced in mitigation planning, it lags behind in adaptation planning. Capacity needs to be built at the local level. This can be done through the strengthening of stakeholders' ability to deliver plans and climate financing at the sub-national and sectoral levels. Inclusive policy and further development of monitoring, reporting, and verifying (MRV) mechanisms are also required to address the vulnerabilities of cities to storm surges and rising sea levels which are projected to increase rapidly over the coming decades as urban growth is concentrated in Asia.
