Enhancing NDCs by 2020: achieving the goals of the Paris Agreement [1]

Much has changed since countries first developed their NDCs. All Parties have the opportunity to communicate new or updated NDCs by 2020, informed by the outcomes of a facilitative dialogue in 2018, and incorporating advances in renewable energy, technology and policy developments in key sectors. This paper presents a menu of options for how Parties can enhance their NDCs by 2020 as well as during future five-year cycles of NDC revision. The menu includes options for enhancing the level of mitigation ambition of the NDC, elaborating or updating the adaptation content of an NDC, adding measures or actions to strengthening implementation and improving the clarity, transparency and understanding of the NDC. These options are not mutually exclusive—a Party can enhance its current NDC in multiple ways.
