Report of the Uttar Pradesh Pollution Control Board to the National Green Tribunal dated 28/04/2023. The report was in compliance to the National Green Tribunal order dated February 21, 2023 in Original Application No. 08/2023 in the matter of Mukesh Kumar Tiwari Vs State of Uttar Pradesh & Others.
The NGT had directed for joint inspection of the municipal solid waste processing facility, Shivri, Lucknow, Uttar Pradesh.
The MSW processing plant has a processing capacity of 1200 TPD of solid waste and is spread over an area of approximately 19 hectare. Waste is collected door to door and transported to the plant directly or through a transfer station. Lucknow city has three transfer stations located at Gwari, Malpur and Priyadarshan colony. Presently only 1 secondary transfer station at Gwari which caters to zone-4 is operational. Remaining two secondary transfer stations are closed. Door to door collection of waste is only 60 per cent in Lucknow city.
The plant has installed 64 PCTS (portably compact transfer station) for solid waste compaction. Presently, only 59 PCTS are operational. During inspection, one trommel was found not operational. Mechanical lifting system was also not operational. Presently, waste is lifted through JCB.
More than 100 mm size waste was identified as RDF and was being kept in the plant. RDF is not being sent to any processing plant. Gap in treatment capacity and generation was observed.
During inspection, a huge quantity of legacy waste was found dumped in the plant. It was reported that approximately 18.49 lakh ton of legacy waste is lying on the plant. It is informed that 3 screening plants with each capacity of 30 TPH are proposed to be installed for legacy waste treatment.
The plant does not have a proper leachate collection and treatment system. Leachate was found spread on the floor in the plant. During inspection, leachate was found discharging through a storm water drain to the adjacent nalla. Nalla is observed filled with leachate of the plant.
