The issue for consideration is compliance of Plastic and Solid Waste Management Rules at railway compartments, stations, tracks and removal of encroachments from the railway properties, preventing the unlawful discharge of effluents and judicious management of water, including its recycling and re-use by the Railways.

The NGT directed that observations of the Central Pollution Control Board (CPCB) be taken into account in the process of implementation of action plans of the railways for all the major stations.

The counsel appearing for the Railway submits that the sector from New Delhi Station to Subzi Mandi has been cleaned by the Railway Authorities that is the platform, railway track and even the railway property adjacent to the tracks. The Tribunal also asked the railways to ensure that the said sectors remain clean and does not cause any environmental pollution.

Order of the National Green Tribunal (Principal Bench, New Delhi) in the matter of Saloni Singh & Anr. Vs. Union of India & Ors. dated 07/07/2015 regarding cleanliness on railway tracks.

The Tribunal directed officers of the Railway to visit the entire track from New Delhi to Narela and take photographs of the places where any kind of waste, plastic, MSW, etc. is dumped and suggest remedial measures they are trying to take. The names of the persons, atleast 2 to 3 persons to each site would be placed before the Tribunal.
