Organisation: Central Institute of Fisheries Education (CIFE), Mumbai, Maharashtra
Under the Indian Council of Agricultural Research (ICAR) CAG report findings:
• Against an annual demand of 200 pisciculture scientists in the country, the average turnout from the institute was only 44.
• 41 per cent of scientist posts are lying vacant.
• A project started in 1989 to benefit the 50 million poor fisherfolk, left mid-way with current status not known.
S AYYAPPAN, director, CIFE, says:
"Any organisation has a healthy trend if 20-30 per cent of the posts remain vacant as this gives us a chance to recruit new blood. There is no problem with recruitment.'
"When a person handling a certain project retires it is difficult to find another person to handle it. We keep such projects in abeyance till the time we can find an appropriate person to handle it.'


Organisation: Indian Veterinary Research Institute (IVRI), Izatnagar, Uttar Pradesh (Under ICAR)
CAG report findings:
• Against completion of 133 projects during 1995-2000, only one technology transferred for commercialisation and one provisional patent filed.
• Mechanism for monitoring and evaluation of research results was poor.
M P.YADAV, director, IVRI, says:
"In the last few years IVRI did not have a regular director and this led to problems in monitoring of the projects.'


Organisation:
Indian Institute of Petroleum (IIP), Dehradun, Uttaranchal
Under Council of Scientific and Industrial Research (CSIR) CAG report findings:
• Against a target of 45 technologies, IIP could only develop 28 between 1994-2000.
• Poor monitoring of research projects at IIP with the cell responsible functioning very irregularly.


Organisation: National Institute of Oceanography (NIO), Goa (Under CSIR)
CAG report findings:
• Despite 21 years of its existence, NIO made no dent in developing drugs from marine resources or getting a patent sealed.
• Of the 34 technologies developed between 1994-2000, none were commercialised.
• Project for degrading crude oil with the help of natural flora, having a major impact on marine life by effectively dealing with oil spill pollution remained dormant for four years since its inception in 1996. NIO director unavailable for comment.

Organisation: Indian Lac Research Institute (ILRI), Ranchi, Jharkhand (Under ICAR)
CAG report findings:
• Some of the projects failed due to lack of infrastructural facilities, improper humanpower planning and mismanagement of projects.
• Due to lack of adequate efforts to transfer the technologies and taking up projects without market survey, technologies developed could not be transferred in some of the projects.

"Like any other R&D institution, the ever-changing industrial climate of the commodity affected the development and commercialisation of the technologies.'

Organisation: National Institute of Virology, Pune, Maharashtra
Under Indian Council of Medical Research (ICMR)
CAG report findings:
• A project started in 1977 for building a high security laboratory for handling hazardous viruses and protecting the workers from laboratory infections and to serve as a deterrent against biological warfare was not completed even after 23 years and spending Rs 12.87 crore.
SUSHMA GUPTA, deputy director-general, ICMR, says:
"An action plan to complete the project has been submitted to the Union health ministry. The lab will become operational within a year.'
