On paper, India has ratified almost all multilateral environmental conventions including the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Convention), the Montreal Protocol on Substances that Deplete the Ozone Layer, Basel Convention on the Control of Transhoundary Movements of Hazardous Wastes and their Disposal, the Convention on Biodiversity, the Framework Convention on Climate Change, the Convention on Law of the Sea, and the Convention to Combat Desertification in those Countries Experiencing Serious Drought andfor Desertification, all of which have come into force, India has provided final country reports on national decision-making structures vis-a-vis a national sustainable development coordination body, a national sustainable development policy, environmental impact assessment laws, legislation reviewed after the Earth Summit held at Rio de Janeiro, and major groups in sustainable development decisionmaking. Although India has not reported on any decision-making structure for a national Agenda 21, it has submitted a final country report on local/regional Agenda 21. Although the background paper carries a summary table on implementation byall reporting countries by subject area, it does not review actual policy and plan implementation by individual countries.
