THIRUVANANTHAPURAM, SEPTEMBER 24 The CPI(M)-led Left Government in Kerala has failed to break the deadlock over permitting special economic zones (SEZs) in the private sector after the CPI, a key ally in the Government, demanded a new legislation to protect the larger interests of the state and workers.
