Counsel for State PCB submitted before NGT that PCB is only a regulatory body and it does not have the necessary manpower to find out about the illegal operation of brick fields in the State of Arunachal Pradesh and that the State Government will be able to do it.

The Tribunal in its Order directs the brick fields to pay Rs. 1.5 lakh as penalty for causing environmental degradation which is to be deposited to the PCB within a month. The amount will be utilised for development of the concerned locality.
