The state environment department has kept in abeyance its notification to make production of vehicle pollution control certificate mandatory for getting diesel following a strike threat by petrol pump owners.

Come June 5 (environment day), the owners or drivers of diesel vehicles will have to produce a valid "pollution under control' certificate at petrol pumps for a refill. The state environment department has decided on the move to ensure that diesel vehicles

It recommends periodic audits every six months and corrective actions based on the findings of the third party auditing of the PUC centres. Presents the finding of the decoy operation in which frauds in a PUC centre was detected. Recommends strong penal action against the defaulters.

This report is in continuation of Report No. 20, May 2006. The report contains an assessment of the lambda data generated in the ongoing pilot programme to propose the lambda cut point for enforcement under PUC. The report has examined the lambda specifications provided by the vehicle manufacturers.

The vehicle inspection programme in India called Pollution Under Control (PUC) Certificate, was enforced under the Central Motor Vehicles Rules (CMV rule No 116) in 1991. This requires all inuse vehicles to undergo periodic exhaust emission tests and obtain valid PUC certificate.
