The writ petition was filed by Sunil Gupta as Public Interest Litigation, praying that the state of Madhya Pradesh be directed to initiate an exercise for inviting global tender at par with many other states including Uttar Pradesh, Odisha, Karnataka, Maharashtra, Andhra Pradesh, Telangana, Delhi.
