Affidavit by the Uttarakhand Pollution Control Board regarding RDF disposal at Sheeshambada, Vikas Nagar, Dehradun, 21/04/2023

Response affidavit on behalf of the Uttarakhand Pollution Control Board in the matter of Rajendra Gangsari Vs State of Uttarakhand & Others dated 21/04/2023.

The National Green Tribunal (NGT) vide order dated August 2, 2022 directed a joint committee to submit a factual and action taken report within two months.

The matter related to absence of RDF disposal by scientific method as well as not managing the disposal of leachate properly at the solid waste management processing plant at Sheeshambada, Vikas Nagar, Dehradun.

The Municipal Commissioner, Nagar Nigam, Dehradun said that at the landfill site of the Sheeshambada processing plant there was no disposal of RDF produced, therefore proceedings for termination of contract have been initiated against M/s Ramky Enviro SPV and M/s Dehradun Waste Management Pvt. Ltd. and financial penalties have been imposed upon them and the matter is pending for non disposal of RDF collected at the plant site.

Further, the new company contracted for management of the plant - NACOF has been disposing of the RDF produced after processing by sending it to Birla Cement, Satna, Madhya Pradesh; J K Cement Ltd, Rajasthan and Shree Cement Ltd. Rajasthan.

The circular disc reverse osmosis (CDRO) and multi effect evaporator (MEE) unit at the Sheeshambada processing plant are now being operated regularly along with proper maintenance of log-books. Facility has been made for collecting the leachate generated at the landfill site due to stored RDF in the leachate pond with the help of a pump. Then the leachate will be treated in the CDRO and MEE unit.

A proposal has been sent to the District Magistrate, Dehradun under the Disaster Management Plan for construction of a trench or storm water drain on the land of the Forest Department situated in the north direction of the Sheeshambada processing plant and the same is under consideration.
