Order of the National Green Tribunal regarding bad odour from the STP in Kondli, Delhi, 26/08/2020
Order of the National Green Tribunal in the matter of RWA Society Vs Govt. of NCT of Delhi dated 26/08/2020.
The issue for consideration is the remedial action against the bad odour from the STP, Kondli in Delhi, as the STP is not operated as per norms. The NGT in its order of September 27, 2019 had directed the Delhi Jal Board (DJB) to take appropriate action in the light of the report of the Delhi Pollution Control Committee (DPCC).
The report of the DPCC informed the court that the 25 MGD sewage treatment plant (STP) (Phase-II) and 45 MGD STP (Phase-IV) were not meeting the prescribed standards. The DJB was told to provide effective odour control mechanism. The DJB must also rectify the deficiencies for proper operation and maintenance of STPs at Kondli.
A progress report was filed by the DJB on January 15, 2020 mentioning the steps taken. The report mentioned that it would take 5 months after issue of work order by DJB - for supply, installation, testing and commissioning (SITC) of the two stage biological odor control units (OCUs) in the proposed locations of STP. This would include completing connections with existing plant, online monitoring system and all allied works with 5 years operation and maintenance of the system.
The NGT directed the DJB to expeditiously complete the work required and file an action taken report before January 5, 2021.
