A consortium led by Pennsylvania State University won a federal competition for $129 million over 5 years to spur efforts to develop technologies for making buildings more energy efficient. Building 661 at the Philadelphia Navy Yard will be retrofitted and reopened to help the country wage war against two 21st century opponents: global warming and energy profligacy. It's the centerpiece of an effort to transform the entire Navy Yard complex into a test bed for reducing the carbon footprint of a sector that accounts for roughly 40% of U.S. energy consumption.
