• The village or hamlet should be the operational unit for managing their resources

• Village communities should haw enough powers and control over natural resources to plan and develop such lands. Community institutions will ensure equitable sharing of benefits

• Local institutions for the management of natural resources should be linked to the Panchayalti Rai system. since most components of natural resource management fall under its purview

• There should be an additional system of rewards for village communities to preserve complete biodiversity. The funds for this should come from the Central and state governments and from a cess on products using biodiversity

• An independent body should be constituted to monitor biodiversity levels
