Bhopal, May 3: The environment ministry's order to put a halt to all construction activities at Maheshwar dam in Madhya Pradesh on the urgings of the Narmada Bachao Andolan might achieve the opposite of the apparent objective of aiding relief and rehabilitation. It may actually increase the risk of flooding besides sharply escalating project costs.
