Ghana 2022 earnings inequality in the public sector
Wide wage inequalities have been identified as one of the key demotivation factors hampering Ghana's development, according to an official report. The Ghana Earnings Inequality in the Public Sector Report launched by the Ghana Statistical Service (GSS) said the phenomenon hampered output in the public sector, impacting development negatively. The data was generated from the earnings of public sector employees in December last year on the records of the Controller and Accountant General's Department. It revealed that the average salary of the highest-earning workers on the government payroll was 22,925 Ghana cedis (about 1,852 U.S. dollars) and was more than 14 times the average salary of the lowest-earning workers which was 1,619 cedis. The top 10 percent of public sector employees earn 82 percent of the total earnings of the bottom 40 percent. The payment of allowances deepens earning inequalities within the public sector. Inequality is pronounced across government ministries, departments, and agencies and persons on different payrolls.
