This study was undertaken since 2009 to examine the scale and extent of grants being released to voluntary organizations (VOs)/Non-Governmental Organizations (NGOs) by the government of India, both at Central and State level for implementation of various programmes/ schemes across the country.

This report reveals that widespread human rights violations
continue to take place across India. These are particularly serious in conflict afflicted areas, and often result in crimes against the civilian population. The report documents the ongoing use of torture and death following torture of detainees by members of the security forces.
