Adaptation is now both urgent and unavoidable in both developed and developing countries. Unlike the early years of global climate change discussions, adaptation is now also acknowledged as a necessary part of the global policy response to climate change. The Intergovernmental Panel on Climate Change defines adaptation to climate change as adjustments in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderate harm or exploit beneficial opportunities.
