Dunkel's proposals on agriculture

• Plant varieties to be brought within the purview of patents. This provision will be reviewed four years after the agreement comes into force.

• Countries to provide market access to foreign produce. Custom duties on agricultural products to be reduced by 36 per cent, with a minimum rate of reduction of 15 per cent. Also, a minimum level of agricultural import equivalent to 3-5 per cent of domestic consumption to be allowed.

• Countries to reduce farm subsidies. Only exemptions, would be subsidies for research, pest and disease control, extension and infrastructural services, subject to the government buying food at market prices and the public distribution system catering to only those identified on the basis of nutritional criteria.
